It will cost you one message credit at your normal network rate. Also "HANDSUP" is not case sensitive so "handsup" or "Handsup" will work fine too.
You can send whatever message you like but it would be great if you could include your name and location as well as your message of support.
For clarity's sake, a message might look like this:
"handsup gordon brown, ivory tower, london - good luck with your campaign - you'll need it"
or
"handsup tonyb bromyard - fully supporting your campaign".
